MBT Analysis

Yesterday the conference committee on SB 94 - the Michigan Business Tax -
met, and without discussion, signed the conference report on SB 94. That
afternoon and evening, the House and Senate both passed the bill on to the
governor for her expected signature. The bill was either an up or down vote
with no amendments allowed as it was a conference report.

This issue progressed extremely quickly, with the details emerging on the
bill on Tuesday morning and passage on Thursday. The bill favors
manufacturers and smaller businesses located in the state and MRA was
opposed to the bill as it was a modified gross receipts bill which hurts
lower profit margin businesses such as retail.
